The growing significance of these economies has led to renewed interest in their potential for collaboration and cooperation, both with each other and with established economic powers. One notable initiative in this regard is the Brics group. While the group initially focused on economic and political cooperation between its member states, it has increasingly sought to engage with other emerging economies, including those in Africa. This has led to the identification of several African countries as “prospective members” of the Brics group, with the upcoming 15th Summit serving as a key moment in determining their potential inclusion. At the forefront of these discussions is South Africa, the only African country currently part of the Brics group. As a regional economic powerhouse, South Africa is well-positioned to play a key role in driving African engagement with the Brics group. Moreover, the African Union (AU) has been actively seeking to strengthen its partnership with Brics, recognizing the potential benefits for the continent’s economic development. Against this backdrop, the 15th Brics Summit offers an opportunity to explore the potential for increased cooperation between African countries and the Brics group, with South Africa and the AU playing a central role in shaping the discussions. By examining the prospects for African Brics membership and the potential for enhanced collaboration between these economies, the summit promises to be a crucial moment in the ongoing evolution of global economic governance. The African Union (AU) has been gaining increasing support for its economic integration both regionally and globally. The creation of the African Continental Free Trade Area (AfCFTA) is among the most important integration efforts by the AU-led regions of the Global South. As a result, calls for other regional blocks to join the EU as members of G20 have become more vocal, with support for AU’s membership in the G20 increasing significantly in recent years. South Africa is presiding over the Brics this year and has declared its intention to host the 15th Summit in August 2023, with the theme “Brics and Africa: Partnership for Mutually Accelerated Growth, Sustainable Development, and Inclusive Multilateralism.” South Africa’s President Cyril Ramaphosa has already stated that the country plans to use this opportunity to advance the interests of the African continent and invite other African countries to participate in the Brics. Possible scenarios for the AU to participate in the Brics process include the AU occasionally becoming a participant in the annual summits of Brics and becoming a permanent member of a circle that participates in the Brics summits alongside the Brics core. Alternatively, the AU could become part of a platform of regional blocks and associations under the banner of Brics+. A possible format for such a common platform for the regional organizations of Brics countries could be the Beams formation that brings together Bimstec from India, Eurasian Economic Union from Russia, African Union from South Africa, Mercosur from Brazil, and SCO from China. The African Union has already established partnerships with these regional groupings, including a Memorandum of Understanding with the Eurasian Economic Union and the initiation of trade and cooperation talks between Mercosur and the AU in 2021. Creating a regional platform within the Brics+ circle would strengthen the AU’s position in leading a similar effort within the G20 when its chairmanship in the grouping starts in 2025. The AU could lead the creation of a separate engagement group (Regional 20 (R20)) that could bring together the regional organizations, regional integration blocks, and regional development institutions led by the respective G20 members. 27. feb. 2023 – The Ukraine war is viewed by Moscow and Beijing as a battle to weaken US influence and create a more secure environment for autocrats. The presidents of China and Russia agree that the US is planning to weaken and topple their regimes, as Xi’s words to Putin made apparent. Russia and China sponsored revolutionary movements all around the world during the height of communism. Moscow and Beijing, however, have adopted the vocabulary of the counter-revolution today. Recently, when turmoil erupted in Kazakhstan, Putin charged that the US was trying to finance a “colour revolution” – a word used to describe protest movements that aim to overthrow the government – in a nation that borders both Russia and China. These statements were echoed by senior Chinese ministers. The Kazakhstani revolt followed a pattern, in the eyes of Russia and China. The Kremlin has long claimed that the US had a covert role in the ouster of a pro-Russian leader during the Maidan revolt in Ukraine in 2013–2014. Additionally, China maintains that foreign powers, specifically the US, were behind the massive protests in Hong Kong in 2019 that were put to end by a crackdown that was mandated by Beijing. 23. feb. 2023 – On paper, the Saudi policy looked ideal, but it had serious flaws. Saudi Arabia ultimately damaged no one save itself. Shale oil extraction is more expensive than operating an oil rig, but thanks to improvements in extraction technology, it is no longer regarded as high-cost drilling. To give you an idea, drilling a shale oil well in Texas is less expensive than doing it in the Arctic or the Gulf of Mexico. The high yield wells were therefore still lucrative even when other shale oil wells had to be shut down, and shale oil output reached a record level. Although being one of the biggest producers and exporters of gas and oil, Russia does not rely solely on these commodities. Other Russian exports include wheat, iron, precious metals, gold, diamonds, and other gemstones. There are other other variables affecting the oil business, including a general fall in oil demand. It also turned out that Saudi expectations that Iran would continue to suffer from sanctions and that China’s need for energy would rise would not come to pass. Not only did Saudi Arabia fail horribly, but it also damaged its own economy more than anyone else’s. Saudi Arabia may have begun this pricing war, but it has now lost control over the market price and is like a hapless whale that has washed up on the shore. The Saudis, who gambled without giving it any thought, have no simple way out. Saudi Arabia will have the option of reducing oil production and hoping that the price will increase. Prices will eventually recover to where they were, but a record number of shale oil producers will also start producing again. As a result, other nations will attempt to take up their market share. Iran is now exempt from some sanctions, and it will increase its oil production by one million barrels. By giving additional oil, the Iranians would dearly love to inflict even greater harm on the Saudis. The second choice is to wait and observe what transpires. It costs a lot of money to play the patience game. Even before it runs out of patience, Saudi Arabia might run out of money. Thus, Saudi Arabia’s situation is not looking bright. My prediction is that Saudi Arabia won’t fail. Certainly not at this time. The $740 billion in foreign reserves may come to mind. They have been shrinking at an unheard-of rate, despite the fact that they are incredibly useful. Already gone in less than a year are a staggering $70 billion. Petrodollars serve as the foundation for the expensive Saudi welfare state. In order for Saudi Arabia to balance its budget, oil prices must reach $110 per barrel. To close the shortfall, the Saudis currently require $5 to $10 billion per month. By 2020, the foreign reserves will be exhausted if Saudi Arabia keeps withdrawing money from them. Borrowing money is the other solution. Yet, borrowing money doesn’t change the fact that the government possesses foreign reserves; it just prevents it from using them. SSaudi Arabia may have substantial foreign exchange reserves, but so does its populace. They are more comparable to Jordan or Thailand when you include in per capita foreign reserves. Petrodollars have supported Saudi Arabia’s economic progress over the previous few decades. The economy will probably stall if the petrodollars go. Also, Saudi Arabia is extensively involved in funding and arming Islamists in Syria in addition to fighting a highly expensive war against the Houthis in Yemen. The whole Saudi Arabian military establishment is reliant on imports from outside, and the country spends 11% of its annual budget on defense.The Saud family will exhale in relief if oil prices rise again before Saudi Arabia runs out of money. If Saudi Arabia runs out of money, the monarchy will have to worry about saving the regime rather than declaring bankruptcy since the “Arab Spring” may eventually emerge in the country. Vision 2030 is therefore an emergency rescue package of ambitious economic reforms that notably includes the sale of 5% of the state-owned Saudi Arabian Oil Company, known as Aramco, to the private sector. When making the announcement, Prince Mohammad bin Salman touted the strategy as a step to end Saudi Arabia’s “dangerous addiction to oil” and dependence on the Petrodollar currency reserve. This comes at a time when Russia’s relations with the West are at an all-time low due to the war in Ukraine and the resulting Western sanctions: “The Anglo-Saxons and the rest of the collective West, which blindly submits to them, are trying to impose their dictate over world affairs at any cost”, Lavrov told the Duma deputies. “Our renewed foreign policy concept will focus on the need to put an end to the West’s monopoly when it comes to shaping international life, which in future must be determined not by egotistical interests but on the basis of a fair, universal balance of interests.”
Lavrov’s speech was also critical, among other things, of NATO’s eastward expansion and of alleged US sabotage in the case of last year’s explosions on the Nord Stream 1 and 2 pipelines.
The Foreign Minister also spoke of Russia’s excellent relations with China and India, and the country is strengthening its ties with Brazil, Turkey and Iran, while stressing that most countries have not joined the sanctions imposed by the West against Russia. In an interview with RIA Novosti, South Africa’s ambassador in Moscow, Mzuvukile Maqetuka, said that about 13 countries were interested in joining Brics.
